Abstract
This report analyses patterns of congestion in London, Paris, Berlin, Vienna, and Copenhagen, five cities where the focus of transport policy has shifted from providing for the movement of private cars to promote healthy and sustainabe mobility. We using a standardized set of indicators and a consistent framework for segmenting the analysis in zones and road types and for analysing the statistical, spatial, and time patterns in those indicators. The analysis uses uses data provided by INRIX, containing real-time speeds obtained from GPS probe data from vehicles and aggregated by road segment. We compare the information provided by the different indicators of intensity and variability of congestion at the segment and and trip level, testing their sensibility to changes in the assumptions. The analysis in one of the cities (London) is then extended to consider legal speed limits, traffic levels, census data, movement and place classification of the roads, and impacts of specific policies to reallocate road space to pedestrians and cyclists. The results for the fice cities are also compared with a city where the focus of the transport policy is still the provision of movement for private cars (Adana, Turkey).
