Abstract
The Leeds Integrated Land use Transport model (LILT) was developed from 1971 onwards. It is an aggregate model that was originally based on the Model of Metropolis developed in 1960s by Ira Lowry. It includes explicit representation of transport processes and works over time, typically at 5-yearly intervals. It was designed to be used with existing data, for example, from the Census of Population, as far as possible. The model distinguishes between short-term effects such as modal choice for trips, medium- term effects such as car ownership and choice of residential and employment location and long-term effects such as the location of housing and economic activity and land utilisation. A number of categorisations are used within the model, for example, employment categories, socio-economic categories for the population and modes of travel. LILT was originally applied to Leeds a city in the north of England with a population of 750,000. It was used in the work of the International Study Group on Land Use Transport Interaction (ISGLUTI) in which nine LUTI models were run using about 40 policy tests. As well as being applied to Leeds, LILT was applied to Dortmund in Germany for comparison with the IRPUD microsimulation model and Tokyo in Japan for comparison with the CALUTAS model. It was used in south-east England to examine the impact of a number of rail infrastructure projects. These included the Jubilee Line Extension to Docklands on the London Underground which opened in 2000, HS1 – the impact of commuter trains on the high speed rail link from the Channel Tunnel to London, where it was used to help determine the location of intermediate stations, and CrossRail which is the new east-west rail high-capacity rail link under London which is expected to open in 2020. LILT was used to look at the impact on rail demand on other rail corridors into London.
