Abstract
Since the late 1970s, the role of property markets has increasingly been emphasised within regeneration policies. The academic debates concerning the state-market relations in property and the performance of regeneration markets for attracting institutional investment are important and relevant topics. However, literatures of these two themes are mostly disengaged. Consequently, there is little attention given to the endeavours that intend to link these two aspects in the context of market sustainability. This research aims to explore whether urban policy fosters economic sustainability of the regeneration real estate market by strengthening the scope of its maturity, resilience and competitiveness with the influence of municipal planning instruments and political leadership through regeneration policies. The methodological design of this research employs a mixed method that encompasses a quantitative measurement by using the index analysis, a case study approach and semi-structured interviews which are analysed from a qualitative perspective. The empirical evidence denotes that regeneration policies debatably have an indirect but positive impact on the evolution of the office market in Manchester from 1967 to 2017. First, the research findings conclude that ‘vision-led’ regeneration policies effectively shape the development of the property market to achieve a higher level of market sustainability with a robust co-operation between the state and private actors. Second, to attract institutional investment into regeneration, a clear and viable vision of how to regenerate the deprived areas in a city from a local authority is deemed an essential factor. Third, the effectiveness of regeneration strategic frameworks utilised by Manchester City Council (MCC) proves a plausible approach to effectuate this aim by enhancing certainty and reducing risks with4 the backing of MCC to boost confidence and competitiveness for property development and investment.
