Abstract

Most of the literature on the causal effects of education using education reforms as instrumental variables makes use of survey data that would only cover a small sample of the population. However, survey samples are not meant to be representative of covering those born before vs. after the reform equally. This paper investigates whether this phenomenon might introduce a bias. I use the ELSA survey and exploit an education reform in England to test whether the reform affected the probability of survey participation, attrition and nonresponse. Results show that the reform indeed affected attrition, and a replacement wave increased the number of participants born right after (but not before) the reform. Usual reduced form estimates stay stable across waves. However, I find differences among those born before and after the reform in characteristics that are independent of the reform already in the first wave indicating that the estimated effects of the reform could be biased.
