Abstract

Major infrastructure projects are usually characterised by a heterogeneous audience of stakeholders. Indeed, the negligence of the ‘social’ aspects of such developments might lead to inequalities and human suffering within local communities, creating severe reputational risk to project organisations. One crucial factor behind the delivery of benefits of infrastructure projects, which has so far attracted limited attention in project studies, is the examination of social sustainability mechanisms that project-based organizations have devoted to their surrounding communities. By seeking a normative commitment to democratization rather than attenuating it, organizations should reinforce accountability and the inclusion of ‘new voices’ that comprise multiple actors in governance to prevent further urban inequalities opening up in the society. Through a mixed-methods study, this paper identifies current challenges in the governance process preventing effective project management practices and quality in the way their community is engaged. This paper also contributes to the theorization of the role of local communities, and the ways in which the level of their inclusiveness can be better enhanced in response to the sustainability challenges of megaprojects.
