Abstract

Background Despite the increasing prevalence of dementia, India lacks a national dementia plan. The World Health Organisation’s global dementia action plan (GDAP) identifies seven action areas for a global public health response. It is unclear how India’s public health policies (PHPs) for older adults align with these action areas. This study aims to comprehensively review existing PHPs for older adults in India to (i) Identify those referencing “dementia” (ii) provide a narrative synthesis, mapping their relevance to the GDAP action areas. Methods We searched four electronic databases (Global Health, CINAHL, PsycINFO, MEDLINE), policy document sources (Policy Commons and Overton) and grey literature (Google searches and national/state health and social welfare websites in India) in English, from inception to 30 December 2023. We followed the International Centre for Allied Health Evidence (iCAHE) guidelines for the quality assessment of included policies. Results We screened 6566 documents and included 16 policies that met inclusion criteria. All policies were rated low quality. Only 6/16 policies referenced “dementia. 14/16 (88%) included recommendations relevant to at least one GDAP action area- an optimistic start. Findings are presented in a matrix table, and we provide a narrative synthesis, highlighting themes of dementia-relevant recommendations emerging for each action area. Conclusions Findings suggest a scope to integrate dementia care recommendations relevant to the GDAP action areas within existing PHPs in India. We identify strengths, and gaps and make recommendations for policymakers and cross-sectorial government agencies. Implications and directions for future research are discussed.
