Abstract

A growing body of research demonstrates the importance and prevalence of Non-economic Loss and Damage (NELD). However, little effort has been made to create policies to address NELD comprehensively within the UNFCCC. In this policy brief, we seek to bridge this gap between research and policy by providing specific recommendations for negotiators, experts, and policymakers on how NELD can be better integrated within the UNFCCC, in particular the Loss and Damage Fund (LDF), Funding Arrangements, the Santiago Network for Loss and Damage, and the Warsaw International Mechanism Executive Committee. These recommendations focus on changing ‘Non-Economic Losses’ to ‘Non-Economic Loss and Damage’, establishing specific actions to address NELD, including mechanisms that address NELD in the Loss and Damage Fund, empowering disproportionately affected groups to understand and respond to NELD, and taking a comprehensive approach to L&D.
