Abstract
People with intellectual disability have limited knowledge and skills regarding relationships, sexuality, and experience poor sexual health. Despite this, very little is known about how to deliver Relationships and Sex Education (RSE) effectively to this vulnerable population, how to measure the impact of its delivery in schools, and what stakeholders perceive as important outcomes. To address these issues, this PhD project aimed to develop a stakeholder consensus–based Core Outcome Set (COS) of RSE for and with students with intellectual disability aged 5-25 years. This was a two-stage mixed methods project. The first stage involved a systematic review of RSE outcomes reported in the international literature and qualitative exploration with students with intellectual disability, their parents, teachers, researchers, and policy makers on meaningful RSE outcomes. The second stage used findings from stage one in a Delphi survey with adult stakeholders to develop consensus on the most important outcomes included in the COS. A total of 171 participants (N=19 students and N=152 adults) took part in this project. Outcomes included in the COS of RSE for students with intellectual disability in primary and secondary education related to: the human body and development; emotions and feelings; healthy relationships and associated social skills; keeping safe; consent; self-esteem; and human rights. Outcomes related to sex and sexuality were identified for inclusion in secondary education only. Stakeholders justified their selection of outcomes based on the unique needs and difficulties of this group of students. RSE delivery, the physical environment, and adults in students’ lives were perceived as important factors impacting outcome attainment by students. The findings provide a significant first step to assist the implementation, delivery, evaluation, and sustainability of RSE for students with intellectual disability. Key audiences are teachers, researchers, policy makers, and decision makers.
