Abstract

Nepal was in the middle of a civil war when the UN Security Council adopted Resolution 1325 in 2000. The government of Nepal showed its full support to resolution 1325 when it was brought to their attention. Through close collaboration with civil society organizations, the UN, and development partners, Nepal adopted its first National Action Plan (NAP) in February 2011, becoming the first in South Asia to have a NAP on Resolutions 1325 and 1820. Due to the highly consultative process it followed to develop the first NAP, Nepal was seen as a success story by the WPS community, both nationally and internationally. In this chapter, I aim to discuss the implementation of the NAP in Nepal, especially by examining its effectiveness in terms of whether it brought any changes to the lives of people affected by conflict. Nepal presents a unique opportunity for learning because it perfectly aligns with the type of conflict envisioned within Resolution 1325 and the kind of NAP that the WPS community had imagined. Insights from Nepal may shed light on challenges associated with the implementation of such global policies at the local level, offering valuable lessons for other countries and contexts.
