Abstract
The European Union's Emissions Trading Scheme (ETS) is the first major international emissions reduction economic agreement. This report looks at economic impacts sector by sector in the UK and finds that the ETS and other carbon control measures will have negligible impact on the international competitiveness of more than 90% of UK manufacturing activities through 2020. Overall, the projected EU ETS deeper emission cuts due after 2012 are not expected to damage UK or European competitiveness, but some sectors may require special policy attention.
